DOHA, Qatar (AP) ? Qatar's Interior Ministry said 13 children were among 19 people killed in a fire that broke out in one of the country's fanciest shopping malls late Monday morning, raising questions about building safety in the booming Gulf state.

At least some of the victims died as rescuers struggled to reach a child care center at the Villaggio mall in the capital Doha, according to Qatar's Minister of State for Interior Affairs, Sheik Abdullah bin Nasser Al Thani.

"We tried our best, but when we got there, the children were trapped inside. We are very sorry for what happened. We tried as much as we could to save these people," Sheik Abdullah told reporters in Doha.

Four of the children killed were Spanish citizens living in the small Arab emirate, the Spanish Foreign Ministry said. It did not identify the children, citing Spanish privacy regulations.

Also, a 3-year-old French child was among the victims, the deputy minister for overseas French citizens, Yamina Benguigui, said in a statement.

Two-year-old New Zealand triplets, Lillie, Jackson and Willsher Weekes, were among the victims, according to New Zealand media reports.

"Our daughter rang. What can you say? It's absolutely devastating," the children's grandmother, Jo Turner, told Fairfax Media. "They were everything to her. She was a great mum. She was a hands-on mum."

Turner said her daughter, Jane Weekes, had lived in Qatar for about five years, although she had returned to New Zealand to give birth to the triplets. The triplets' father, Martin Weekes, is listed on his LinkedIn networking site as a senior adviser at Qatar Media Services and a former chief executive of Auckland's Eden Park sports stadium.

Four teachers and two civil defense officials were among the dead, the Qatari ministry said on its official Twitter page.

At least three of the nursery teachers were from the Philippines and died of smoke inhalation, Philippine Foreign Affairs spokesman Raul Hernandez said in Manila.

Another 17 people were injured, including four children, according to authorities. Most of those hurt were rescuers responding to the blaze. A brother of one of the dead Filipino teachers was among the injured but had recovered, Hernandez said.

Witnesses earlier reported thick black smoke pouring from the ritzy mall around midday. Amateur photos and videos posted online showed firefighters rescuing victims by climbing on the roof.

The Interior Ministry said the fire was extinguished hours later.

The cause of the fire is under investigation.

Thick smoke and heat hindered rescue efforts, as did a lack of floor plans and malfunctioning sprinkler systems, the ministry said on Twitter.

Sheik Abdullah said all buildings in the country abide by safety requirements, but a special committee will nonetheless be set up to monitor building safety standards.

The Villaggio opened in 2006 and is one of Qatar's most popular shopping and amusement destinations. Retailers include many well-known Western brands, such as Foot Locker, Pizza Hut, Starbucks and British department store Marks & Spencer, according to the mall's website.

Malls throughout the oil-rich Arab Gulf are popular with families looking for entertainment destinations that provide relief from soaring summer temperatures. The Villaggio includes an ice skating rink, theme park, movie theater and indoor Venice-style gondola rides.

New construction projects such as the Villaggio have transformed the face of once-sleepy Doha in recent years, as the country benefits from a hydrocarbon boom. The OPEC member state is the world's largest exporter of liquefied natural gas.

Qatar won the right to host soccer's 2022 World Cup a year and a half ago.

Beginning iOS Game Development - Instructional Design Adventure

I wanted to extend my learning of iOS Development outside of what SAMS Teach Yourself iOS in 24 Hours provided me during the run of the Apps for Education course so I have begun working through Patrick Alessi's Beginning iOS Game Development.? However, I need to understand the frameworks behind iOS game development a little bit more than what was introduced in the SAMS book.? That being said today, I explored Chapter 1 and skimmed Chapter 2 (since it was an introduction to XCode and I feel I have a pretty good handle on that).? My goals for tonight and tomorrow are to work through Chapters 3 (C programming language), 4 (Objective-C programming language), and 5 (Cocoa Foundation Framework).? Each of these chapters provides a quick tutorial game to develop, which will be especially important to understand how the book sets up its walkthroughs of the code which are presented a little more indirectly than the SAMS book.? The part of the book I am particularly interested in is Part II (mostly chapters 6 and 7).? These chapters contains tutorials for the two different types of Simon Says games, which is what I would like to do for my final project.? While I probably have enough knowledge to just jump into those tutorials, I'm afraid to skip over some key concepts that I may later need to know (or at least know where to find).

Now for a summary of Chapter 1 -- this is more for me than for you, but read on if you like.
What makes a good iOS Game?

• Device usage:? Think about when your user will be accessing your content.? It is typically in short bursts so your game needs to be easily and efficiently launched
  
• Use unique features:? This is not a game console so don't expect your user to play your game like they would with a D-pad or a joy-stick.? Instead allow them to interact directly with the game itself
  
• Make your game fun!
• Easily approachable:? too many rules = too difficult
  
• Offer players a tutorial if it is complex
• Balance the game to challenge the player with easy levels that progress to harder levels
• Reward the player (GameKit APIs to show leader board stats)
  
• If you have fun during the development of the game your users will have fun playing it!

Developing your idea!

• Documenting the game:? "Game writing" phase
• Application definition statement (1 sentence)
• Define the features (formal document or checklist):? this is a list of key features not tiny details that is used more to gauge your progress in game development.? You can add separate subitems when needed
• Keep your target audience in mind!
• Prototyping your game
• Pen and paper design:? use clips of paper to simulate play which will help you understand how to better define rules and level of difficulty without writing code

• Use a program you are comfortable with (Illustrator, Photoshop, OmniGraffle)

• UIKit Framework:? contains classes that you use to build the user interface of your application
• Media Services:? graphic and sound APIs, which includes Core Graphics, Core Animation, and Core Audio
• Core Services:? This includes the Foundation framework and contains all the basic building blocks you need
• Core OS:? includes the Kernel (Linux based), file system, networking components, and device drivers

Drawing:? UIKit and Core Graphics

*This is your first choice in how your app will render:? 2D or 3D

2D Drawing utilizes the UIKit and Core Graphics; however, 3D Drawing uses the GLKit and OpenGL ES.? For 2D, both the UIKit and Core Graphics help you create and manipulate Bezier paths, image, bitmaps, colors, and fonts.? Core Graphics extends the UIKit giving the ability to directly work with line attributes, color spaces, pattern colors, gradients, shadings, and image masks.? On the other hand, OpenGL is a C-based graphics library that you can use to build high-performance 2D and 3D graphics.? The GLKit sits on top of this in iOS5, which promises to simplify certain aspects of 3D development.? The OpenGL library is HUGE and not covered in many books -- But note, if you build a game by using the native drawing APIs and discover that the performance is not good enough to support your game, you can migrate your drawing code to OpenGL for a performance boost.

User Interaction:? Cocoa Touch

• UIButton class:? When you are only concerned about a player hitting a button use a button
• Touch events:? Offer more precision such as letting a player touch down on the screen and move something with finger while pressed down
• Gesture recognizers:? pre-built classes that recognize when a specific motion that are common to iOS such as pinching or swiping.? Gesture recognizers will recognize, analyze, and send a message if a gesture is used
• Don't forget about other functions such as the built in accelerometer!

Core Animation

• Frame-based animation:? building for real-time action games by drawing each frame individually with each frame differing (example Blocker Game)
• Turn-based game:? does not require as much precision but easier to just use the Core Animation framework
• Core Animation framework:? animations seen in the iOS user interface, which you use by changing the Core Animation properties on an animatable object (Chapter 8:? card game)

Core Audio (covered in Chapter 9)

• Sound system services is part of the Audio Toolbox framework which plays notifications for UI events (30 second sounds or shorter)
  
• AV Foundation Framework provides an Objective-C interface with more options and fewer limitations for playing sounds and video
• Audio Toolbox Framework:? synchronize audio playback with your application
• Audio Unit Framework allows your application to host audio processing plug-ins called audio units.? Pre-made audio units for mixing, equalization, format conversion and real-time input/output
• You can use OpenAL Framework? to create positional based stereo sound playback which accurately position the sounds in your game in three-dimensional space

GameKit:? enables three core pieces of functionality

• Peer-to-peer networking:? allows you to set up an ad hoc network between devices through either bluetooth or wireless network to enable communication
• In-game voice chat:? allows player of the game to chat with each other during a game
• Game Center:? Social gaming services that includes leader boards, achievements Friends lists, turn based gaming, and auto-matching to anonymous players (think Words with Friends)

HOOVER, Ala. (AP) ? Vanderbilt pulled off a triple steal in a five-run ninth inning that included six stolen bases as the Commodores ran their way to an 8-6 victory over Florida in the Southeastern Conference tournament Saturday.

Anthony Gomez singled home the go-ahead run ? and then stole second, third and home ? for Vanderbilt (33-25), which is aiming for its first SEC tournament title since 2007. The Commodores face Mississippi State in Sunday?s championship game.

Vanderbilt fueled the comeback win over the Gators (42-18) with its flurry of stolen bases that included the triple steal with the bases loaded when Gomez made his dash to home plate.

Florida scored two runs in the bottom of the ninth and had the bases loaded before Vanderbilt reliever Drew VerHagen got Justin Shafer to pop up to right field on his lone pitch to end the game.

Toronto?s Ford to skip Saskatoon conference

Canada?s civic leaders will meet next week in Saskatoon, but the mayor of the country?s largest city won?t be joining them.

Toronto?s Rob Ford is passing on the annual get-together of the Federation of Canadian Municipalities (FCM), a chance for roughly 1,600 local politicians to compare notes and rub shoulders with federal ministers and the leaders of opposition parties. There will also be a number of tours highlighting civic projects such as the new police headquarters and River Landing.

It is the first time the conference has been held in Saskatoon.

Ford has skipped the conference every year and as a councillor characterized attending as a waste of taxpayer money.

?I don?t go to FCM,? Ford told reporters Friday in Toronto. ?Since when do I go to FCM??

Saskatoon Mayor Don Atchison challenged Ford earlier this year to attend the conference and join him for a jog along the city riverbank to help the Toronto mayor?s much-publicized weight loss challenge.

Atchison said he had not yet heard officially that Ford would not be in attendance.

?I would hope he would want to see Canada?s fastest-growing city,? Atchison said, noting he has followed the ongoing fight in Toronto over rapid transit pitting proponents of light rail against supporters of a subway expansion. Saskatoon is planning a revamped bus rapid transit system.

?(Mayor Ford) could give us some advice on transit,? Atchison said.

The conference begins Thursday when the big city mayors group ? led by Vancouver Mayor Gregor Robertson ? will hold a meeting focused on a federal infrastructure program and funding for affordable housing. Calgary?s Naheed Nenshi, Ottawa?s Jim Watson, and 91-year-old Mississauga Mayor Hazel McCallion will be in Saskatoon for the event.

The conference features keynote addresses by NDP Leader Thomas Mulcair, interim Liberal Leader Bob Rae and Green Party Leader Elizabeth May, and sessions on the growing cost of policing, using social media, and the pros and cons of cities selling naming and sponsorship rights.

A number of Toronto?s civic politicians are expected, including a councillor to take Ford?s place at the table.

Saskatoon?s council on Monday will be asked to contribute an extra $47,000 to the conference because sponsorship funds fell short. City taxpayers have already contributed $290,000 for the FCM conference and $10,000 for the Canadian Association of Municipal Administrators (CAMA) meeting, which begins Monday.

The FCM conference has a total budget of $612,000 with registration covering $203,000 and sponsorship $73,000. Calgary?s council recently set aside $1.4 million to potentially host the conference in 2018.

Lane Garrison Pleads Not Guilty to Domestic Violence

Troubled actor Lane Garrison was back in a Beverly Hills courtroom yesterday, where he pleaded not guilty to misdemeanor domestic violence charges.

On April 22, just days before his parole from a vehicular manslaughter conviction was set to end, Lane was arrested on suspicion of domestic violence.

He is accused of attacking his former girlfriend Ashley Mattingly. He was charged with battery for the incident and has been behind bars ever since.

Wednesday, his bail request was granted and set at $50,000; his next court hearing will be July 11. Look for him to lay low until then ... hopefully.

Lane maintains he was just trying to grab his phone from his ex during an argument, but surveillance video of Lane slapping Ashley begs to differ.

In February, Beverly Hills cops investigated an incident at Mattingly's apartment after she called 911 on him, but no arrests were made at that time.

In 2007, he was sentenced to 40 months in jail after pleading guilty to vehicular manslaughter for his role in a DUI crash that killed a 17-year-old boy.

Predator lenders will prey on anyone.? Their field of expertise remains un-restrained.? Why rip off five or ten consumers when one fake commercial loan can yield the same output (for the predator).

The single best method for avoiding predatory lenders is to talk to lenders; lots and lots of lenders.? The mortgage banking business is filled with hard working, honest, sincere professionals.? The profession also has its fair share of sharks and stingrays.? The only way to tell the difference is to network.

One? method used by scam artist and predator lenders?is to isolate their potential?mark (that would be you) and? smother the person with so much attention and paperwork they have no time or appetite to discuss the matter with outside parties.? These ?outside parties? (according to the predator lender)?are people like? your spouse, business partners, friends and? other lenders.

Another method is the predator attempts to place YOUR loan on THEIR timeline.? Sounds? reasonable at first as any loan must have a start and finish timeline.? The issue with the predator lender that should raise suspicion is when their timeline has nothing whatsoever to do with your timeline.

For example, if the current mortgage has six months remaining until the first day it can be paid in full without penalty, a?predator lender demanding loan fees and third party costs be paid NOW should raise suspicion, right?? As in the normal course of business appraisals cannot be completed months prior to closing a new loan.? If they are this just increases your costs as the appraisal will require an update.

When it comes to obtaining a commercial loan the best thing is to STAY IN THE MAINSTREAM.? The mainstream includes community banks (local) nationally known lending sources, members of the Mortgage Bankers Association and known insurance companies. Another way of saying this is to do business with people that can be found without much trouble.

One of? my friends that has traveled the world?shared with me that?his best experiences were when he?sought out certain people? and places, versus when people sought him out (as a known tourist) being dragged to places he had little interest.? I think the same holds true when seeking a commercial loan.? If you are?being dragged into the loan, let go of the rope.? Better to fall where you are than suffer more damage.

Being? in the real estate business on a full time basis means you already know some? lenders. If those you know are unable to assist with the type or amount of? loan you seek, ask for referrals. Being a known entity in the business, people you know will assist in this endeavor.

My objective here is not to shut out the independent broker-lender.? But too many times I?ve talked to people that shipped off a two-page ?loan application? and with a $10,000 cashiers check that was never seen again.? Don?t let this be you.

American Express Uses Zynga?s FarmVille To Lure New Prepaid Card Users

Zynga and American Express are back together again in a new deal that will give prepaid card carriers ways to earn extra Farm Cash. American Express, which has long been known for catering to high-end consumers, is moving downmarket. They've got a new platform called Serve, which is kind of a catchall service that supports many payment methods from traditional plastic cards with magnetic stripes to NFC to QR codes to basic online payments. The partnership with Zynga is meant to on-board new Amex customers and could give the credit card company the so-called FarmVille demographic. Snow White And The Huntsman may still be a couple of weeks away from release but talk is already afoot of a potential prequel focussing on Chris Hemsworth's character, the Huntsman.

David Koepp is currently in talks to write a follow-up to the forthcoming fairy tale, and one of the most persistent rumours is that it will be a Huntsman-centric tale. As far as Hemsworth himself is concerned, he's happy to keep an open mind.

"I?ve heard probably the same rumours you have about possible sequels to this or prequels as far as the Huntsman?s storyline goes," says Hemsworth, when asked whether he would be interested in such a project. "If there?s an audience for it and people wanna see it and there?s a great script and room to do something different with it, absolutely."

As for the Huntsman's back-story, there would appear to be plenty of scope for further exploration. "We?re pretty elusive for the most of it," explains Hemsworth. "He begins having suffered some sort of trauma in a whole life before this point, and then at the end it?s left open as well."

"We had endless discussions about ?where does he come from and why does he do this and what?s this about??" he continues, "and it all of a sudden opened up all these ideas about his whole life prior to this."

Buccaneers deal TE Winslow to Seattle, sign Clark

TAMPA, Fla. (AP) ? The Tampa Bay Buccaneers traded tight end Kellen Winslow to the Seattle Seahawks for a draft pick on Monday night and signed former Colts star Dallas Clark to replace him.

Earlier in the day, Winslow told SiriusXM radio that first-year coach Greg Schiano was "kind of upset" that Winslow has not been working out with the team during the offseason.

"That's kind of shocking, but that's what it is," Winslow said, adding that Schiano told him the coach "would help me out with a trade."

Winslow has been one of Tampa Bay's best offensive players since being acquired from Cleveland in a trade three years ago. He had 77 receptions for 884 yards and five touchdowns in 2009, 66 catches for 730 yards and five TDs in 2010 and 75 receptions for 763 yards and two TDs in 2011.

Tampa Bay received a conditional 2013 draft pick in the deal.

Winslow will join a tight end unit that already includes Zach Miller, who Seattle gave a big contract last offseason, and promising young prospect Cameron Morrah, who has struggled with injuries early in his career. The Seahawks lost tight end John Carlson in the offseason after he signed with Minnesota.

Clark, who turns 33 next month, spent nine seasons with Indianapolis and had 427 career receptions for 4,887 yards and 46 touchdowns. Last season, without Manning and limited by injuries to 11 games, Clark had 34 catches for 352 yards and two touchdowns.

Winslow, despite a history of injuries and undergoing several knee surgeries during his career, appeared in every game over the past three seasons for Tampa Bay.

The 28-year-old was the sixth overall pick in the 2004 draft by the Browns, who sent him to Tampa Bay in exchange for second- and fifth-round draft choices. Winslow has 437 career receptions for 4,836 yards and 23 touchdowns.

Winslow said he has been working out near his home in San Diego and missed last week's initial set of organized team activities in Tampa. He said he was planning to join the team on Monday, but that he got a call from Schiano on Saturday.

"He was kind of upset that I wasn't there working out with the team in the offseason and for the first week of OTAs," Winslow said during the interview with SiriusXM.

"But I've been there the last three years and I've had a successful career so far," he added. "You don't just get rid of one of your best players because of that. ... I don't have nothing bad to say about coach Schiano. It was just a disagreement on why I'm not there yet."

Analysis: More U.S. shareholders call for independent chairmen

Boston (Reuters) - Welcome to the club, Jamie Dimon.

Embarrassed by a surprise $2 billion trading loss last week, the chairman and chief executive of JPMorgan Chase & Co faced heightened criticism at the bank's annual meeting on Tuesday. That included 40 percent backing from shareholders for a resolution to strip Dimon of his chairmanship title, up from 34 percent in 2010.

With the spring U.S. annual meeting season at its midpoint, investors have voted 36 percent of their shares on average in favor of measures urging companies to appoint board chairmen who are independent from management, up from 33 percent last year and 28 percent in 2010, according to proxy advisory firm ISS.

More votes are scheduled on similar proposals this month, such as a measure on the ballot at oil giant Exxon Mobil Corp calling for an independent chair after current chairman and CEO Rex Tillerson, 60, leaves. Another calls for splitting those same two jobs at cable operator Comcast Corp now held by Brian Roberts, whose father, Ralph, co-founded the company.

Institutional investors "can see the turning point, when a split role will be the majority, not the oddity among corporations," said Paul Hodgson, senior research associate at governance company GMI Ratings.

About 45 percent of Fortune 500 companies have divided the chairman and CEO roles between two individuals, GMI data show, up from roughly 35 percent five years ago. Even non-binding shareholder majorities are hard to ignore. Moody's Corp named an independent chairman in April, citing an advisory vote urging it to do so in 2011.

While support to split the top roles is gaining, shareholder votes in favor of top executive pay are holding steady, even after a few high-profile rejections. Last month, Citigroup Inc shareholders delivered a surprise loss in an advisory vote to Chief Executive Vikram Pandit and his $15 million compensation package.

As of May 15, executive pay resolutions reached the overwhelming 90 percent support level at 74 percent of companies this year, up from 72 percent of companies last year, according to pay consulting firm Semler Brossy. At JPMorgan, 92 percent of votes cast backed the bank's pay plan, including $23 million for Dimon, up from 73 percent last year.

Splitting the CEO and chairman roles should improve the process for determining pay properly, some large investors say.

Ariel Investments in Chicago voted in favor of measures to separate the chair and chief executive roles at several companies this year, though not at JPMorgan. In many cases an independent chair should help boards provide better oversight of pay and other management issues, Charles Bobrinskoy, research director at Ariel, said.

"We don't want to have a say on pay," he said. "We want a good process for a good board to determine compensation properly."

Splitting the roles may improve internal reviews of executive pay, Timothy Hoyle, director of research for Haverford Investments of Radnor, Pennsylvania, said. The firm voted to cleave the roles at JPMorgan this week.

"An independent chair might instill some reality," he said.

The lack of pay pressure and the new attention to chairman and CEO roles show investors getting down in the governance weeds rather than rebelling en masse, specialists say.

"It's evolution versus revolution," said Todd Sirras, Semler Brossy managing principal.

Shareholder activists and unions like the American Federation of State, County and Municipal Employees have also put a new emphasis on independent chair resolutions this year.

Changing voting patterns at major mutual funds, which used to march in lockstep with management, may be feeding the trend as well. Funds have been required to disclose their votes on proxy measures annually since 2004.

Last year American Funds, the second-largest manager of U.S. stock and bond mutual funds at the end of March, voted to support measures like requiring independent chairmen 67 percent of the time, up from 52 percent in 2010 and 39 percent in 2009, according to research firm Fund Votes Inc in Vancouver. Filings for 2012 are not yet available.

Several other big fund companies showed increasing support for the measures from 2010 to 2011, including BlackRock Inc and Fidelity Investments. All three fund companies declined to comment.

The Computing Department is looking for a Research Associate in the area of Mobile Human Computer Interaction. The post is available in the EU-funded GAMBAS project. The main objective of GAMBAS is to develop fundamental technologies for context-aware, behaviour-driven services for innovative public transportation applications.

You will conduct internationally-leading research in mobile user interfaces for public transport systems, with a particular focus on proactive services that predict user movement and information needs. You will apply human-centred design methods to create engaging mobile user experiences, and use empirical research methods to conduct user studies and field trials.

You will be expected to develop proposals for individual or joint research and contribute to writing bids for research funding.

To apply you must hold a first degree in the areas of computer science, human-computer interaction, electronic engineering, mathematics or a related discipline, and a PhD relevant to the research area or equivalent qualifications. Also, you should have demonstrated your research competence through high-quality publications in top conferences in the area of mobile computing, pervasive computing, human-computer interaction and/or machine learning. Strong practical software development skills are required for both posts.

HAVANA (AP) ? The daughter of Cuban President Raul Castro has been granted a U.S. visa to attend an academic conference in San Francisco and another event, one of her associates confirmed Thursday. The decision has already drawn fire from Cuban-American politicians and on anti-Castro blogs, which argue that she is an apologist for the Communist government her family has led for decades.

Mariela Castro is a noted advocate of gay rights as the head of Cuba's National Center for Sex Education, and has been pushing for the island to legalize gay marriage for years. She said recently that her father supports her efforts, despite his unwillingness to say so publically.

Castro received a visa from the U.S. State Department and will chair a panel on the politics of sexual diversity at a gathering in San Francisco next week organized by the Latin American Studies Association, an official at her institute told The Associated Press. Cuban-American Sen. Robert Menendez, a New Jersey Democrat, slammed the decision on Wednesday, even before the trip was confirmed. He called Mariela Castro "a vociferous advocate of the regime and opponent of democracy." On Thursday, four other Cuban-American lawmakers added their voices to the outcry, noting that State Department guidelines prohibit visas to officers of the Communist Party or government of Cuba.

"The administration's appalling decision to allow regime agents into the U.S. directly contradicts Congressional intent and longstanding U.S. foreign policy," wrote Representatives Mario Diaz-Balart, Ileana Ros-Lehtinen and David Rivera of Florida, along with Albio Sires of New Jersey in a letter to Secretary of State Hillary Rodham Clinton.

"While the Cuban people struggle for freedom against increasing brutality at the hands of Castro's thugs, the Obama administration is greeting high-level agents of that murderous dictatorship with open arms," they wrote. "It is shameful that the Obama Administration would waive the common sense restrictions in place to appease the Castro dictatorship once again."

Despite the controversy, it is apparently not the first time Mariela Castro has gone to the United States. The official at her institute said Castro went to America in 2002 to receive an award for her work.

Nor is it uncommon for prominent Cubans, some with close links to the government, to receive U.S. visas. Eusebio Leal, a historian who has spearheaded the renovation of Old Havana and sits on the powerful Communist Party Central Committee, is currently on a visit to New York and Washington. Mariela Castro, despite being the daughter of Cuba's president and niece of retired revolutionary leader Fidel Castro, has no official link to the government, though her organization presumably receives state funding. It is not known whether she is a member of the Communist Party.
