LOS ANGELES (AP) ? A doctor accused of prescribing pain killers to three young men who died was ordered Tuesday to stand trial for second-degree murder in the overdose deaths.

Dr. Hsui-Ying "Lisa" Tseng is one of only a handful of doctors nationwide to be charged with murder related to prescription drugs.

The decision by Superior Court Judge M.L. Villar de Longoria to send Tseng to trial came after a three-week preliminary hearing where she was portrayed as the go-to doctor for people seeking drugs.

Young men told of coming to Tseng after using up prescriptions from other physicians. A few testified under grants of immunity.

There was testimony about a total of 12 of Tseng's patients who died of drug overdoses. Only three deaths were charged by prosecutors as solely caused by her prescriptions.

Some patients acknowledged using illegal drugs such as heroin that they did not get from Tseng. She was charged with prescribing Xanax, oxycodone, methadone, Soma, and other drugs.

Authorities allege that Tseng, who operated a storefront medical clinic with her husband in suburban Rowland Heights, wrote more than 27,000 prescriptions over a three-year period. The judge called the amounts "astounding."

Tseng has pleaded not guilty to 24 felony counts and could face 45 years to life in prison if convicted on all charges.

The judge denied a defense request to have Tseng's bail lowered from $3 million to $1 million.

The judge said the results of Tseng's prescription writing should have been reasonably foreseeable to her when her patients started dying in alarming numbers.

"She continued to prescribe these narcotics in high doses even after she was told something was terribly wrong and young men were overdosing and dying," said Villar de Longoria.

The judge cited testimony about one young man who received an opiate prescription, went into the restroom at Tseng's office and overdosed, requiring paramedics to be called.

The judge said Tseng, who took an oath to do no harm, "used her prescription pad to inflict irreparable harm."

Mothers of some of the young men who died sat weeping quietly as the judge gave her ruling.

Outside court, defense attorney Allan Stokke, who argued the murder charge was unsupported by law, said more legal motions will be filed.

"She's ready to continue the battle," he said.

Deputy District Attorney John Niedermann told the judge at the start of the hearing that Tseng knew that three other patients had died after receiving drugs from her in 2007 and 2008.

"It put her on notice that the prescriptions she was providing were leading to deaths," he said.

No charges were filed in those earlier drug overdoses, but the prosecution sought to use them and other deaths as evidence against Tseng.

The preliminary hearing was more extensive than most, with more than 40 witnesses testifying. They included members of law enforcement, the coroner's office, former staff members at Tseng's clinic, expert witnesses, former patients and family members of patients. The prosecution presented 140 pieces of evidence.

Tseng was represented by five attorneys, an indication of the seriousness of the case.

Four of the attorneys presented final arguments, blaming the dead patients for making a willful choice not to follow Tseng's instructions on how to take the drugs.

Some patients added alcohol to the mix, they said, arguing Tseng did not have "a crystal ball" that would tell her they were abusing the drugs. They said she treated her patients in good faith and wanted to relieve their pain.

However, Tseng's receptionist Gloria Rodriguez took the witness stand and described an office crammed with 20 people at a time and 15 waiting in the hallway. When some patients complained about the wait, Rodriguez said Tseng told her, "'They're druggies. They can wait.'"

Tseng, wearing an orange jail uniform and shackles, kept her head down and took notes. She has been in custody since her arrest in March.

In court for every day of the preliminary hearing was April Rovero, whose son Joey died after receiving prescriptions from Tseng. The 21-yearold University of Arizona student drove to California with friends to get the prescriptions in 2009.

The deaths of Vu Nguyen and Steven Ogle also were charged in the case.

April Rovero founded the National Coalition Against Prescription Drug Abuse.

In recent days a delegation of mothers appeared in court wearing protest T-shirts and buttons with pictures of the dead young men.

The judge set Tseng's next court appearance for July 10.

Turkey blames Syria for jet attack, consults NATO

ANKARA/AMMAN (Reuters) - Turkey accused Syria on Sunday of shooting down a military reconnaissance jet in international airspace without warning and called a NATO meeting to discuss a response to Syrian President Bashar al-Assad.

Amid growing acrimony between the once-friendly neighbors, Syria said its forces had shot dead "terrorists" infiltrating its territory from Turkey, which along with Western and Arab nations has backed the cause of Syrians fighting Assad.

Turkey's Foreign Minister Ahmet Davutoglu said the search for two missing pilots was still under way, in coordination with the Syrian authorities. He denied it was a "joint" operation.

He said the RF-4 Phantom jet had been clearly marked as Turkish and dismissed Syria's assertion it had not identified the aircraft before opening fire.

Davutoglu said he also planned to set out Turkey's case at the United Nations Security Council where Western powers are seeking, against Russian and Chinese opposition, to push through a motion that could allow stronger measures against Assad.

Moscow fears this might lead to military action that could undermine its interests in Syria.

What began as demonstrations against Assad developed last year into armed rebellion, tipping the country towards a sectarian civil war, with thousands already killed across Syria.

Syrian tanks and artillery shelled the eastern city of Deir al-Zor on Sunday, killing at least 20 people in the second day of bombardment in the oil-producing region, amid heavy fighting with anti-Assad insurgents, opposition activists said.

Davutoglu said the jet was unarmed and had been on a solo mission to test domestic radar systems, but acknowledged it had briefly crossed Syrian airspace 15 minutes before it was hit.

"Our plane was shot at a distance of 13 sea miles from Syria's border in international airspace," Davutoglu said.

"According to the radar images, our plane lost contact with headquarters after it was hit and because the pilot lost control, it crashed into Syrian waters after making abnormal movements," he said. "Throughout this entire period no warning was made to our plane."

Some analysts said the aircraft, in violating Syrian airspace at a time of great sensitivity, could in fact have been testing Syria's Russian-supplied radar and air defenses, which would be an obstacle to any possible Western armed action.

Turkey is prickly about its own airspace and that of north Cyprus, where Turkish troops are deployed. Only last month it scrambled jets to intercept an Israeli plane it said had violated northern Cypriot airspace and demanded an explanation.

The foreign ministry said Turkey knew the coordinates of its jet's wreckage, 1,300 meters underwater, but had not found it.

Syria, formally at war with Israel and the target of Israeli air raids in the past, has said the plane was flying fast and low, just one kilometer off its coast when it was shot down as an unidentified intruder. It was only later found to be Turkish.

"TERRORIST" INFILTRATORS

Turkey shelters the rebel Free Syria Army (FSA) and hosts 32,000 Syrian refugees on its southeastern border with Syria, some 50 km (30 miles) from where the Turkish aircraft was shot down. But it denies providing arms for the insurgents.

Syria's state news agency said Syrian forces had confronted "terrorists" who had crossed the Turkish border into the coastal province of Latakia and killed several of them on Sunday.

Syria and Turkey share a border 900 km (550 miles) long.

As if to underline its military reach, Turkey's military announced it had carried out air strikes against nine Kurdish militant targets in northern Iraq in the past three days.

Turkey has often bombed Kurdish fighters seeking more autonomy in southeast Turkey and has even sent ground forces across the border to attack their bases in Iraq.

Around 8,000 Syrian Kurdish refugees have crossed into Iraqi Kurdistan, fleeing the conflict at home, Masoud Barzani, president of the autonomous region, told a news conference.

Turkey's hostility to Assad has mounted steadily since the Syrian leader ignored its advice to enact democratic reform in response to protests that erupted 16 months ago as part of a wider Arab awakening, rather than violently suppressing them.

Assad's security state, dominated by his minority Alawite sect, is now embroiled in a bloody fight for survival against rebels mostly from Syria's Sunni Muslim majority.

NATO envoys will meet on Tuesday at Turkey's request under Article 4 of the military alliance's founding treaty, which provides for states to "consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the parties is threatened".

It stops short of the explicit mention of possible armed responses cited in Article 5.

Britain's foreign minister, William Hague, condemned Syria's downing of the Turkish jet as an "outrageous act" and said his country was ready to support robust action against Damascus by the United Nations Security Council.

SYRIA'S ALLIES

Russia and China have previously blocked any firm measures by the council, twice vetoing draft resolutions on Syria.

Moscow, which said on Sunday it had "no doubt" there were attempts at regime change in Syria, is one of Assad's main arms suppliers and a firm opponent of any outside intervention there. It says Western powers would invite an unpredictable spread of violence if they attempted any intervention in the country.

A ship carrying Russian helicopters to Syria, which turned back after its insurance was cut, is expected to resume its journey accompanied by at least one other vessel, Interfax reported, citing a military source.

Italian Foreign Minister Giulio Terzi condemned the shooting down of the Turkish jet on an "inoffensive flight" as "a further extremely serious and unacceptable action by the Assad regime".

European Union foreign ministers will discuss the Syria crisis, as well as Iran and Egypt, in Luxembourg on Monday.

In a telephone conversation with Davutoglu, Iranian Foreign Minister Ali Akbar Salehi, whose government is a staunch backer of Assad, said he hoped both sides would "settle the issue peacefully to maintain regional stability".

Iraq has described the incident as a serious escalation that demonstrated how Syria's conflict could spread beyond its frontiers and open up ethnic and other tensions in the region.

It remains unclear exactly what the Turkish jet had been doing - a reconnaissance mission to support Syrian rebels or to test Syria's air defenses are among the theories. Syrian anti-aircraft gunners may also have been jumpy after a defecting Syrian pilot flew his fighter to Jordan the previous day.

While the incident has aggravated tensions and exposed the risks of Syria's crisis spilling over its borders, neither Ankara nor Damascus seems likely to seek a military showdown.

"What all this tells us is that there are a lot of 'fishy' tactics and strategies going on in the region, with numerous players behind many curtains," said Hayat Alvi, lecturer in Middle Eastern studies at the U.S. Naval War College.

"Nonetheless, the idea that it would be in Turkey's and Syria's respective national interests to engage in military conflict with each other is not plausible. Both sides would have too much to lose and very little to gain."

Sounds of summer can be a danger to hearing

ScienceDaily (June 25, 2012) ? Summer is one of the noisiest seasons. "Fireworks, trains, concerts and road construction can be harmful to your hearing. And once hearing is damaged, it cannot be repaired," said Jyoti Bhayani, a certified audiologist at Gottlieb Memorial Hospital, part of Loyola University Health System.

One in 10 Americans has hearing loss that affects their ability to understand normal speech. Aging is the most common cause of this condition. However, exposure to excessive noise also can damage hearing in higher pitches.

"Hearing loss due to excessive noise is totally preventable, unlike hearing loss due to old age or a medical condition," Dr. Bhayani said.

Here are the registered levels for common sounds in Chicago*:

• 30 decibels -- soft whisper
• 50 decibels -- rain
• 60 decibels -- normal conversation/computer typing
• 70 decibels -- expressway traffic
• 85 decibels -- earplugs recommended for prolonged exposure at this level

"It is important to know the intensity of the sounds around you," said Dr. Bhayani, who regularly cares for construction and factory workers, frequent air travelers and seniors in her practice at Gottlieb Memorial Hospital. "I recommend using hearing protection devices for those who are exposed to excessive, loud noises and musician's earplugs, which simply attenuate the intensity/loudness without altering frequency response."

Loud Noise Permanently Kills Ear Nerve Endings Three small bones in the middle ear help transfer sound vibrations to the inner ear where they become nerve impulses that the brain interprets as sound. "When noise is too loud, it begins to kill the hair cells and nerve endings in the inner ear," Dr. Bhayani explained. "The louder a noise, the longer the exposure, and the closer you are to the noise source, the more damaging it is to your nerve endings, or your hearing." As the number of nerve endings decreases due to damage, so does your hearing. Nerve endings cannot be healed or regenerated and the damage is permanent.

Ear Bud Warning Use of ear bud headphones by youngsters may save your ears from being assaulted by the noise of your teenagers' music or electronic game, but it may be damaging your child's hearing.

"Three in five Americans, especially youth, are prone to develop hearing loss due to loud music being delivered via ear buds," said Dr. Bhayani.

Here are a few summertime tips from Dr. Bhayani:

? Cover your ears: "Generic, over-the-counter earplugs are inexpensive and can be found at any drugstore," Dr. Bhayani said. "However, they can be custom-made for comfort and durability. Buy earplugs now and keep them handy in wallets, backpacks, briefcases and purses so you can pop them in when noise is loud and continuous." Dr. Bhayani also suggests using a scarf or even covering your ears with your hands to muffle sound.

? Swimmer's ear and cotton swabs: "Swimmer's ear is caused by painful membrane swelling due to trapped moisture in the outer ear," Dr. Bhayani said. "Multicolor customized plugs for swimming are available and a good investment to avoid painful, or costly, ear infections." After swimming, Dr. Bhayani recommends tilting the head to drain water from each ear and gently wiping the outer ear with a towel. Do not use cotton-tipped swabs to clean ears. "Swabs can actually push wax or harmful material farther into ears, and many people use them improperly or too forcefully, which can cause pain or damage."

? The plane truth: Many air travelers complain about ear discomfort when the plane is taking off or landing. "Yawning, swallowing, chewing gum and sucking on hard candy also are effective in unplugging the ears," Dr. Bhayani said. If yawning and swallowing are not effective, pinch the nostrils shut, take a mouthful of air, and direct the air into the back of the nose as if trying to blow the nose gently. This may have to be repeated several times during the plane's descent.

BRUNSWICK, Ohio (AP) ? Mitt Romney is refusing to say that he would overturn President Barack Obama's new policy allowing some young illegal immigrants to stay in the United States.

The Republican presidential candidate was asked three times in an interview on CBS' "Face the Nation" whether he would overturn the executive order issued Friday if he's elected in the fall. He refused to directly answer.

"It would be overtaken by events," Romney said when pressed for the second time by moderator Bob Schieffer during the interview taped Saturday while the former Massachusetts governor's bus tour stopped in Pennsylvania.

He explained the order would become irrelevant "by virtue of my putting in place a long-term solution, with legislation which creates law that relates to these individuals such that they know what their setting is going to be, not just for the term of a president but on a permanent basis."

Romney's Rust Belt tour swept through Ohio on Sunday. He attended a Father's Day pancake breakfast with two of his sons and five of his 18 grandchildren. He told a rain-soaked crowd that the weather was a metaphor for the country and that "three and half years of dark clouds are about to part."

He planned two additional stops in the state Sunday.

In the TV interview, Romney suggested that Obama's decision on immigration was motivated by politics. "If he felt seriously about this he should have taken action when he had a Democrat House and Senate, but he didn't. He saves these sort of things until four and a half months before the general election," he said.

Obama adviser David Plouffe, sent by the White House to four of the talk shows, contended that Obama's action, which appeals to Hispanic voters who are critical to the president's re-election effort, was not "a political move."

Obama's order has put Romney in the difficult position, forcing him to decide between possibly alienating Hispanic voters with tough talk or stoking anger within a conservative GOP base that was slow to warm to him during the primary process.

Romney's comments represent a further softening of his rhetoric on immigration since the GOP primary campaign ended.

For example, before the Iowa caucuses in January, when he faced the challenge of winning over the right-wing base of the GOP, he pledged to veto legislation backed by Democrats that would have created a path to citizenship for illegal immigrants brought to the U.S. as children. Instead of emphasizing the plight of illegal immigrants, Romney focused on the consequences illegal immigration has for U.S. jobs.

Obama's immigration announcement disrupted the start of Romney's five-day bus tour through small cities and towns in six important states.

The tour, now on its third day, scheduled two stops are in Ohio towns just outside the metropolitan areas of Cleveland and Columbus. Romney spent the first two days in New Hampshire and Pennsylvania, where he assailed Obama and insisted that he's the candidate who will give middle-class Americans "a fair shot."

The Obama administration said the policy change announced Friday will affect as many as 800,000 immigrants who have lived in fear of deportation. Obama's move bypasses Congress and partially achieves the goals of the Democrats' long-stalled legislation aimed at young illegal immigrants who went to college or served in the military.

Under the administration plan, illegal immigrants will be able to avoid deportation if they can prove they were brought to the United States before they turned 16 and are younger than 30, have been in the country for at least five continuous years, have no criminal history, graduated from a U.S. high school or earned a GED diploma or certificate, or served in the military. They also can apply for a work permit that will be good for two years with no limits on how many times it can be renewed.

Romney's CBS interview was his first in more than a year with a Sunday talk show on a network other than Fox. It covered a range of topics, including health care, Romney's political future and the European financial crisis.

Romney said that the American banking sector "is able to weather the storm" in Europe. He said European countries are capable of dealing with their mess "if they choose to do so" and the U.S. doesn't want to get into the business of bailing out foreign banks. Romney also does not favor another round of economic stimulus by the Federal Reserve, saying a previous one didn't have the desired effect.

The former Massachusetts governor, whose health care plan for the state served as the model for the national health reform law, outlined steps he'd take if the Supreme Court strikes it down. On Iran, Romney said he would be willing to "take military action if necessary" to prevent the country from becoming a nuclear power.

Romney also insisted that he isn't worried about his own political future. "I don't have a political career," Romney said. "I spent my life in the private sector. I don't care about re-elections."

Schieffer asked, "So you're not saying you just intend to serve one term?"

Romney replied that for him "this is not about politics. This is not about did I win this or did they win this. This is about what can we do to get America right."

CANBERRA, Australia (AP) ? An archaeologist says he found the oldest piece of rock art in Australia and one of the oldest in the world: an Aboriginal work created 28,000 years ago in an Outback cave.

The dating of one of the thousands of images in the Northern Territory rock shelter known as Nawarla Gabarnmang will be published in the next edition of the Journal of Archaeological Science.

University of Southern Queensland archaeologist Bryce Barker said Monday that he found the rock in June last year but only recently had it dated at New Zealand's University of Waikato radiocarbon laboratory.

He said the rock art was made with charcoal, so radiocarbon dating could be used to determine its age. Most rock art is made with mineral paint, so its age cannot be accurately measured.

"It's the oldest unequivocally dated rock art in Australia" and among the oldest in the world, Barker said.

The oldest known rock art is in Spain, where hand stencils and red disks made by blowing paint on to the wall in El Castillo cave are at least 40,800 years old, according to scientists using a technique known as uranium-thorium dating.

Australian National University archaeologist Sally May, who is not involved with Barker's research, described his find as "incredibly significant."

"I don't think it will surprise anyone that rock art is that old in Australia because we know people have been here a lot longer than that and there's no reason to believe they weren't producing art," she added.

Barker said he found evidence that the cave where he found the rock art had been occupied for 45,000 years.

I had a few tweets with Samantha Laing, Helen Zille & JC re facts vs skills and thought I?d write down my thoughts in a more ?agile? medium that twitter, so here goes!

Firstly, in education in general, we must approach things differently if we wish to have different results from what we?re currently having.

I made a point about basics.

That boils down to really basics.

I find many kids, a large number of black South Africans, but also, to a much a larger extent than previously, coloured and white kids (if I may generalise so brashly for this purpose), that do not have the basic ability to communicate, express their thoughts or write in any language. They cannot grow their skills by reading, unless they really really want to or have to, and then it is with great difficulty, simply because they cannot read. Of course, the under-stimulated mind is not interested in much, so this is a self-defeating cycle and few manage to break out of it. It?s a culture of entitlement, supported by the acts and talk of national government, not a culture of learning, self-improvement and development, that we currently have. Having said that, there are notable exceptions and sterling examples of quite the opposite, but sadly they are the exception, not the norm.

Reading kids rule!

I personally endeavour to motivate people (of all races & incomes) to read to their young children daily and to let the children read to other young ones again. I encourage them to use our public libraries and improving their own reading in process, starting with simple books, advancing as they make progress. I find, however, that there is a resistance to this, that watching TV is less effort, and therefore progress is slow. ?It doesn?t help, of course,?that we have a culture of laziness among many teachers in public schools (that for example sit and drink tea till first break or involving themselves in political activism during school-time, while primary school kids entertain themselves) while others work their fingers to the bone in an effort to somehow equip kids to be able to learn more and ?make a living?. The same goes for DoE officials who love spending money on futile pursuits and unproven educational experiments, or even worse, educational exploits that have been undeniably proven a failure. Instead of a pragmatic simple approach, they diddle-daddle with trivial and peripheral issues (attempting to bring high technology to kids for example), while kids come out of school being neither able to read nor write, let alone reason, spot logical fallacies or think creatively. The latter, is of course often due to the stifling of creativity in the schooling system.

My wife and I have home-schooled two kids and have two in public school, so we have seen how certain approaches just don?t work and how others have great results. ?We know how much kids from the same parents and home differ in learning style, interest and ability in different areas, let alone kids from different parents, homes and environments. ?I am therefore by no means closed to alternative views or approaches to education and skills development! I also taught at a high-school for a while and have seen the practical side from a teachers perspective and know the challenges faced in teaching children other that your own.

I furthermore firmly believe education is not primarily a function of Government, but one of the community. ?Once solution could be this: The elderly are often excellent teachers and have a lifetime of wisdom and experience to draw on in transferring skills, developing young people into achieving their dreams and making a meaningful contribution to society at large and individuals in particular. As it is now, many are simple shoved aside and considered a burden. Instead of giving social grants to the unemployed, maybe grants should be given to all elderly people that develop young people. The control that National Government attempts to exercise more and more in a clear attempt to maintain is power-base, it in itself shameful and deplorable, but by now means unique to South Africa. I saw with my own eyes as a teacher the unbelievable lows that the DoE stooped to during the teachers strike in 2004 in an all out attempt to not pay teachers more than their measly salaries ? straight lies, deceptive tactics and every dirty trick in the book, that I would not have believed, had I not seen it with my own eyes. ?The correlation between education and controlling poorly educated masses may not seem clear to all readers, but as I have pointed out elsewhere, it is much easier to control hungry, needy masses, than educated, enlightened free-thinking people.

We can however break this stranglehold, starting in our communities by grow a culture of learning, breaking the culture of entitlement, developing the live-long ability and desire to grow, learn and go where we haven?t been before. ?How is not easily answered, but one thing is certain: As soon a the DoE stops their monopolistic attitude towards education, especially since they?re failing dismally at it, and the national government actively supports educational efforts outside of their government box, we will make huge progress with this. ?Some points to consider on this regard:

1. Why are donations to schools and school fees not tax-deductible?to start with? ?How can anyone in government claim their are serious about education while strangling the development of schools in the community?
2. Why are schools forces in languages which are foreign to them and their communities? ?How many Afrikaans schools, with Afrikaans learners are forced to start teaching in English? ?Has the ANC learned nothing from (or rather since) the struggle?
3. Why are people that choose to home-school (and generally speaking having excellent results!) persecuted by the DoE, when in fact both the Constitution and the Education Act specifically protect the right of parents to home-school? ?Why does the DoE waste millions of Rands on these efforts, when they have so many schools that are ill equipped, even some with no classrooms?
4. By what right does the DoE pay subsidies to public schools, yet when the same tax-paying citizen send their children to a Waldorf, Montessori or other private school, they do not receive their fair share of the tax collected for education? ?Are most of these schools not superiour in the level of education, skills and ability that they ?produce?? ?Should they not therefore be supported even more?
5. Why are well-education, highly skilled teachers, that we?re ?fired? because of BEE, not brought back to alleviate the desperate shortage of skilled teachers? ?So what if they?re the ?wrong? colour!? ?When will the short sighted racism of the ANC stop and will they start serving South Africa, as their election mandate requires of them? ?Actually, when will the people who put them in power, remove them if they don?t deliver? ?This is not about politics, but when politics starts interfering with the development of the future of our country, it becomes all about politics.

I suppose there are more points that can be added here, but the principle is, simple. ?Government but stop their nanny state, preventive approach and support and encourage communities to grow, learn and thrive.

Obama spares many illegal immigrants deportation

WASHINGTON (Reuters) - Hundreds of thousands of illegal immigrants who were brought into the United States as children will be able to avoid deportation and get work permits under an order on Friday by President Barack Obama.

In a move that seemed to be aimed at Hispanics whose enthusiasm for voting in the November 6 election could be crucial to Obama's re-election chances, the president acted to potentially protect 800,000 people from deportation proceedings for at least two years.

Obama, who previously was reluctant to impose such an order even as Republicans in Congress blocked immigration reform bills he supported, called his action "the right thing to do."

His announcement was on the 30th anniversary of a Supreme Court decision that said children of illegal-immigrant parents were entitled to public education in the United States.

It allowed Obama, whose administration has faced criticism from some Hispanic groups for deporting about 400,000 illegal immigrants a year, to draw a sharp contrast between himself and Republican Mitt Romney, his opponent in the election. Romney, in trying to appeal to his party's most conservative voters, has taken a harsh stance against illegal immigration.

Speaking to reporters at the White House, Obama emphasized that his stop-gap policy did not grant amnesty or citizenship to the children of illegal immigrants. He said that such people "are Americans in their hearts and minds; in every single way but one - on paper."

Both Democrats who praised Obama's move and Republicans who attacked it agreed that Congress ultimately should decide the permanent fate of immigrants who were brought to the United States illegally by their parents.

Most Republicans continue to clamor for more law enforcement before considering any loosening of immigration rules for the estimated 12 million people who are in the country illegally. Obama emphasized various steps he has taken to secure the southwestern U.S. border, the entry point for most of the immigrants living illegally in the United States.

POWER OF THE PRESIDENCY

Obama's order was the second time in two months that he has reached out to a key Democratic voting constituency. Last month, he said for the first time that he supports legalizing gay marriages, a move that while largely symbolic, won him praise and campaign donations from the gay and lesbian community.

Friday's appeal to Hispanics came at a time when Obama's popularity has dipped amid new worries of a weakening economy and a deepening European financial crisis that further threatens American jobs.

Meanwhile, Republicans in the deeply fractured U.S. Congress have blocked most of Obama's domestic initiatives, some of which he said would have created millions of jobs.

Obama's order came a week before he is scheduled to address a meeting of the National Association of Latino Elected and Appointed Officials in Florida. Romney also is set to address the group next week.

The meeting is likely to feature Florida Senator Marco Rubio, a Republican who has pushed for legislation that would help children of illegal immigrants.

Obama's order also came as the U.S. Supreme Court is considering a challenge to Arizona's strict immigration laws that target people living and working in the state illegally. A ruling could come as early as next week.

A 'POWER GRAB'

Romney, campaigning in New Hampshire, said Obama's move made it more difficult to reach a long-term solution for young illegal immigrants "who come here through no fault of their own." He said he would like to see legislation to help such people but did not offer a plan of his own.

Early this year, during the Republican presidential primaries, Romney said he favored "self-deportation" in which illegal immigrants realize they would be better off returning to their native countries after employment restrictions left them unable to find work in the United States.

Other Republicans were more harsh in criticizing Obama.

"Today's announcement by President Obama is a politically motivated power grab that does nothing to further the debate but instead adds additional confusion and uncertainty to our broken immigration system," said Obama's 2008 Republican challenger for the White House, Senator John McCain of Arizona.

Another Republican, House of Representatives Judiciary Committee Chairman Lamar Smith, called Obama's order a "breach of faith" that Smith said will have "horrible consequences" for unemployed Americans who are looking for jobs only to find that illegal immigrants will work for less money.

Some Republicans suggested that Obama's move could face legal challenges but several law professors said Friday that it is unlikely that Obama's order could be challenged successfully in court. Presidents have broad executive power for such temporary orders and prosecutorial discretion.

George Washington University law professor Orin Kerr said criminal enforcement is the domain of the executive branch and deportation decisions would fall under that authority.

University of Houston law professor Michael A. Olivas said Friday's directive is well within a president's usual authority.

Political analysts cast Obama's move as a savvy strategy for what could be a very close race for the White House.

"The Obama administration knows it's in a very tight race and if the margins that it enjoyed among unmarried women, gays, Hispanics and blacks don't hold, then he might end up on the wrong end of this thing," said Cal Jillson, a politics professor at Southern Methodist University in Dallas. "So he's going around and touching all these bases."

OBAMA'S REVERSAL

Under Obama's plan, those who qualify would be allowed to live and work in the United States for two years and could be eligible for extensions, the Obama administration said.

U.S. Homeland Security Secretary Janet Napolitano, who made the initial announcement of Obama's order on Friday, said that illegal immigrants up to 30 years old who came to the United States as children and do not pose a risk to national security would be eligible to stay in the country and allowed to apply for work permits.

To avoid deportation under Obama's plan, a person must have come to the United States under the age of 16 and have resided in the country for at least five years.

They must be in school or have graduated from high school or be honorably discharged from the U.S. military. They also must not have been convicted of any felony or significant misdemeanor offenses.

Obama has long supported measures to allow the children of illegal immigrants to study and work in the United States, but efforts to pass such measures in Congress have failed amid objections by Republicans.

The Development, Relief and Education for Alien Minors (DREAM) Act passed the House in 2010, when Democrats controlled that chamber. But it fell a few votes short in the Senate, amid strong Republican opposition.

Friday's announcement was a victory for Hispanic groups that have long called on Obama to use his executive powers and it marked somewhat of a reversal by the administration. Last July, in a speech to the National Council of La Raza, Obama said he was reluctant to bypass Congress.

There are up to 2 million illegal immigrants who came to the United States as children and who remain in the country, according to immigration group estimates. U.S. officials said the new measures would affect roughly 800,000 people.

Most of the estimated 12 million illegal immigrants in the United States are Hispanics. There are now 51 million Hispanics living in the United States out of a total population of 309 million.

An oasis of liquid methane has unexpectedly been discovered amid the tropical dunes of Saturn's moon Titan, researchers say.

This lake in the otherwise dry tropics of?Titan?hints that subterranean channels of liquid methane might feed it from below, scientists added.

Titan has clouds, rain and lakes, like Earth, but these are composed of methane rather than water. However, methane lakes were seen only at Titan's poles until now ? its tropics around the equator were apparently home to dune fields instead.

Now near-infrared?pictures of Titan?from the Cassini spacecraft currently orbiting Saturn collected since 2004 suggest a vast methane lake exists on the surface in the moon's tropics, one about 925 square miles (2,400 square kilometers) large and at least three feet (1 meter) deep.

"Titan's tropical lake is roughly the size of the Great Salt Lake in Utah during its lowest recorded level," study lead author Caitlin Griffith, a planetary scientist at the University of Arizona at Tucson, told SPACE.com. "Our work also suggests the existence of a handful of smaller and shallower ponds similar to marshes on Earth with knee- to ankle-level depths." [An Earth-like Lake on Titan (Video)]

A number of models of methane's behavior on Titan convincingly show that lakes are not stable at the moon's tropical latitudes. "Any liquid deposited in the tropical surface evaporates quickly and eventually is transported by Titan's circulation to the poles, where the large polar lakes appear," Griffith said.

"This discovery was absolutely not expected," Griffith said. "Lakes at the poles are easy to explain, but lakes in the tropics are not."

The researchers argue that these models of?methane's behavior on Titan?remain valid. The lake's presence during the moon's dry season several years before the arrival of seasonal tropical clouds and its long lifetime are evidence against it being a rain puddle, which would evaporate quickly.

Greeks weigh consequences of pivotal vote

ATHENS (Reuters) - European leaders urged Greece to reject radical leftists who threaten to tear up the terms of a bailout deal should they win an election on Sunday, a result that would send shockwaves through global financial markets.

Riding a wave of anger to rise from obscurity to contender for power, leftist SYRIZA leader Alexis Tsipras, 37, promises to reject the punishing terms of the 130 billion euro ($163.75 billion) bailout if he wins the nail-biter vote on Sunday.

On the right, establishment heir and New Democracy leader Antonis Samaras, 61, says that would send Greece crashing out of the single currency and condemn it to even greater economic calamity.

With the election set to go down to the wire, European leaders weighed in on Saturday, urging Greeks to vote with their heads.

The bailout will not be renegotiated, warned German Chancellor Angela Merkel, whose country's wealth is vital to shoring up its weaker partners in the bloc.

"That's why it's so important that the Greek elections preferably lead to a result in which those that will form a future government say: 'yes, we will stick to the agreements'," Merkel told a party conference of the Christian Democrats.

Eurogroup head Jean-Claude Juncker said there would be serious consequences if SYRIZA secured victory.

"If the radical left wins - which cannot be ruled out - the consequences for the currency union are unforeseeable," Juncker, head of the group of euro zone finance ministers, told Austrian paper Kurier.

"We will have to speak to any government. I can only warn everyone against leaving the currency union. The internal cohesion of the euro zone would be in danger.

Tsipras says Greece's lenders are bluffing when they threaten to turn off the funds if Athens reneges on the terms of the bailout - tax hikes, job losses and pay cuts that have helped condemn the country to five years of record-breaking recession.

FEARS FOR SPAIN, ITALY

Tsipras says the euro zone will not allow a Greek exit, fearing the pressure it would heap on the far larger economies of Spain, which has already secured a 100-billion-euro rescue for its banks, and Italy, which could be next to seek a bailout.

Italian Prime Minister Mario Monti said he and other European leaders expected a "favorable" outcome.

"I expect, and I have the impression that many European governments expect a vote that is favorable to maintaining a solid relationship between Greece and the rest of Europe, favorable to Greece staying in the euro zone, favorable to the parties that want to stay in," Monti said in Bologna.

Sunday's vote is a re-run of a May 6 election that produced stalemate, when anger at the close-knit and often corrupt political clique that has run Greece for years propelled SYRIZA from the political fringe into second place.

Opinion polls published until a ban two weeks ago put the two parties almost neck and neck. Neither is expected to win outright, leading to coalition talks with smaller parties.

"My heart says I should vote for the left, for all the horrible things these (mainstream) politicians have done to us, but my mind says vote for the right, so that Greece does not leave the euro," said part-time teacher Kostas Manitsas, 28.

The result will dominate a meeting of the Group of 20 world economic powers in Mexico on Monday and Tuesday.

Spanish Prime Minister Mariano Rajoy made a plea for greater political and fiscal union in Europe and urged Greeks to stick to the course.

"Europe has to transmit to the world that the euro is an irreversible project," Rajoy told a political rally on Saturday in San Sebastian.

Greeks say they want to keep the euro, but they do not want the pension, wage and jobs cuts imposed by the bailout package and which have seen living standards plummet and unemployment reach almost 23 percent.

"Tomorrow's vote must not be based on anger but on hope," the liberal left daily Ta Nea implored in an editorial. "It must be based on the Greece of the euro, not the Greece of the drachma."

But some global businesses and banks are already in retreat: Europe's biggest retailer, Carrefour, said on Friday it was selling up in Greece, a day after French bank Credit Agricole moved to take direct control of its Albanian, Bulgarian and Romanian units from its Greek bank Emporiki.

On Saturday, Germany's Biotest appeared to become the first drugmaker to say it was exiting the Greek market in July after its customers there failed to pay outstanding bills of 7 million euros. Others have threatened to do likewise, as the Greek health sector struggles with huge spending cuts.

BUFFALO, N.Y. (AP) ? A former Army weapons expert wanted for fatally shooting his ex-girlfriend killed himself with a gunshot to the head, quelling the risk of more bloodshed and silencing perhaps the only voice that might have answered the central question: Was a break-up enough to cause a gifted trauma surgeon widely beloved as a lifesaver to end two lives in a spasm of violence?

After a two-day nationwide manhunt, police found Dr. Timothy Jorden's body in thick brush a half-mile from his Lake Erie shoreline home. A neighbor had reported hearing a gunshot from the area on Wednesday morning, and police with dogs found the body, dressed in surgical scrubs, on Friday morning.

Authorities had been searching for Jorden since Wednesday morning, when 33-year-old Jacqueline Wisniewski was found shot to death in a stairwell at the Erie County Medical Center. Friends said Wisniewski was afraid of the 49-year-old Jorden and had broken off their relationship some time ago.

Police Commissioner Daniel Derenda said Jorden went to the hospital with a shotgun and a .357 Magnum pistol intending to kill Wisniewski because of their breakup. Jorden lured her to the hospital basement, where he shot her five times at point-blank range. He then ran from the hospital and drove home, where surveillance video showed him arriving about 30 minutes later.

Just four minutes later, Jorden is seen leaving the house, down a path to a ravine and disappearing into the woods.

Derenda said Jorden killed himself with one shot to the head from the .357 Magnum and didn't leave a suicide note. He had withdrawn large sums of money recently and had given friends gifts.

As Jorden's tailspin accelerated, friends, neighbors and colleagues painted a picture of a man in decline. Jorden, once 250 pounds and clean-shaven, had lost up to 75 pounds and let his face get scraggly. His neatly manicured lawn got overgrown. He just didn't seem the same; not as "nice" as before, was how neighbor June Dupree put it.

Dupree said she was distraught over what had happened.

"It doesn't make any sense that he did that and that he killed himself," she said. "Oh, my God, it's just terrible. I can't get over it. I'm just about in tears right now."

She said everybody loved Jorden.

"He saved so many lives," she said. "This is what doesn't make sense. There's got to be more to it."

At the medical center, staff members were left to mourn the death of a respected administrative assistant and try to fathom how two lives could end this way.

"We are just starting the healing process and trying to cope with an incomprehensible event," said Jody Lomeo, the hospital's chief executive officer.

SWAT teams had spent hours Wednesday searching the home without success.

On Thursday, neighbor Tom Wrzosek told police he had heard a gunshot from the steep, thick terrain behind Jorden's house the morning before, about 90 minutes after Wisniewski was gunned down at the hospital where she and Jorden worked.

Some of her friends told local media outlets that Jorden stalked her after she ended the relationship. One of her friends told WIVB-TV that Wisniewski told her the doctor had put a GPS tracking device in her car and once held her captive in her home for a day and a half, wielding a knife.

A woman who answered the phone listed in the name of Wisniewski's parents said the family would not be commenting.

The Buffalo News reported that Jorden joined the National Guard in high school, went into the Army after graduation and served with the Army's special forces, first as a weapons expert, then as a medic. In those roles, he served in the Caribbean, Japan and Korea.

Jorden earned a medical degree from the University at Buffalo and trained at the Madigan Army Medical Center in Tacoma, Wash. He received his certification from the American Board of Surgery in 2004.

He was honored by various local organizations over the years for his teaching skills and involvement in the Buffalo community.

Dupree said she will try to remember Jorden as a good neighbor and gifted surgeon.

"It's very quiet here today," she said. "It's like everybody is in mourning."
