VANCOUVER - A wide-ranging education bill reviled by British Columbia's teachers as a straitjacket on their profession is expected to become law today, ending six months of job action against their vehement objections.

While the passage of Bill 22, the Education Improvement Act, will ultimately set the current dispute on the road towards settlement, observers say it's a forced resolution that does nothing to solve the decades-old conflict between teachers and the B.C. government.

"It will enshrine the situation ... and it will become another incident along the way in a bad relationship," said Prof. Charles Ungerleider, an education sociologist at the University of B.C. and a former B.C. deputy minister of education.

"It becomes part of the litany of grievances. And that's not a way to overcome the difficulty."

Some 41,000 school teachers, who have been working without a contract since last June, have vigorously resisted the B.C. government's staunch resolve to strike "net-zero" deals with its public sector unions.

But educators' job action has failed to budge the governing B.C. Liberals, who have vowed to use their majority to attain royal assent for the law by 5 p.m. Thursday and compel teachers to resume full classroom duties.

Even so, Glen Hansman, with the B.C. Teachers' Federation, said nothing in the legislation or the teachers' collective agreement defines exactly what teachers must do.

"It's not going to be an automatic ... the bill carries and 'poof,' things go back to normal," said the union vice-president. "I don't think anyone should be expecting that things are going to go back to normal."

The union will discuss how to fulfil the bill's requirements at its annual general meeting, scheduled for Saturday through Tuesday, Hansman said. That will include voting on whether teachers will halt voluntary supervision of extracurricular activities.

With the two sides at loggerheads for the better part of a year, there's little expectation of the bill will prompt anything but another imposed contract.

"The fundamental differences are still there," said Fiona McQuarrie, an instructor at the University of the Fraser Valley's school of business. "They'll continue to be there as long as teachers want the working conditions they want and government is reluctant to pay that."

B.C. teachers are deemed an essential service, and therefore have limited means of exerting bargaining pressure.

Starting last September, they scaled back duties as far as permitted, including withholding report cards and refusing parent-teacher meetings. Last week, they escalated tactics by staging a three-day walkout ? the length of time permitted by the Labour Relations Board after the union made a legal case to do so.

Teachers argue the dispute revolves around deteriorating classroom conditions, including rising class sizes and not enough resources for special needs children. They said a demand for a 15-per-cent wage hike is not their main objective, but merely a starting position for negotiations.

With no signs of the dispute abating, the B.C. Liberal government moved in with back-to-work legislation earlier this month. Education Minister George Abbott said he would not rush the bill through the legislature, resulting in two weeks of debate while the B.C. Teachers Federation went on strike and held outdoor rallies aimed at galvanizing public support.

The immediate impact of the legislation will be to initiate a six-month "cooling off period," which is intended to halt job action and jumpstart collective bargaining. The bill legally obligates both parties to return to the table under a government-appointed mediator.

That independent third party is tasked with helping the sides find common ground, but remains bound by the government's "net-zero" terms. The mediator has until end of August to bring the two together, or else must make recommendations around what can be done to resolve outstanding issues.

The legislation also sets out fines, should either party break the rules, as well as designates that a B.C. Supreme Court ruling around classroom size and composition not be tackled until the next round of negotiations in summer 2013. Abbott has conceded he expects that imposed delay to be challenged in court.

If there's no drastic position shift by either side, a contract will be legislated.

In 2007, an industrial inquiry report by Vincent Ready supported Wright's recommendations.

"It's not as though there have not been ideas floated in the past by very thoughtful, expert people," said University of B.C. labour relations Prof. Tom Knight.

"It's the parties ? sorry to say it ? but particularly the teachers refusing to say, 'OK, yes, we need to do things different.'"

Teachers have a stated policy goal of returning to localized bargaining, along with a stance to avoid any deal that involves contract stripping. That clashes with the government's refusal to inject any new funds, which it cites as prudence in a time of fiscal austerity.

MLA Bob Simpson, who has sat as an independent since splitting from the NDP in 2010, has taken a fine-toothed comb to Bill 22 and decided to vote against it as "just bad legislation."

He believes the earlier reviews got it right in attempting to map out a provincial template for bargaining that doesn't simply set the government's position as the "default."

He's pushing for implementation of Wright's suggestions, which comprise a structured, 10-month negotiation process that begins long before a contract expires, and involves a third-party arbitrator who closely watches both sides to call any "bluffs." If the dispute can't be settled, binding arbitration is imposed.

Simpson believes teachers should take a vote on agreeing to try out the new system.

"I don't understand why the BCTF would not say 'Fine, it's a risk, but it's a big risk for government as well ... so let's go there.'"

The MLA conceded that since the government has the upper-hand, it would be its role to forge the new reality.

"I think a government has to have the moral courage of simply imposing a new system."

Spaceflight Bad for Astronauts' Vision, Study Suggests

Scientists have long known that extended spaceflight is bad for astronauts' bones and muscles. Now evidence is building that it may cause vision problems as well.

In a new study, researchers used magnetic resonance imaging (MRI) to study the eyes and brains of 27 astronauts who spent an average of 108 days in space aboard NASA's space shuttle and/or the International Space Station. They found optical abnormalities similar to those that can occur in patients with intracranial hypertension, a potentially serious condition in which pressure builds up inside the skull.

"The MRI findings revealed various combinations of abnormalities following both short- and long-term cumulative exposure to microgravity also seen with idiopathic intracranial hypertension," lead author Larry Kramer, professor of diagnostic and interventional imaging at The University of Texas Medical School in Houston, said in a statement.

"These changes that occur during exposure to microgravity?may help scientists to better understand the mechanisms responsible for intracranial hypertension in non-space traveling patients," he added.

The spaceflight-induced issues were numerous and varied. For example, nine of the 27 astronauts (33 percent) exhibited expansion of the cerebrospinal fluid space surrounding the optic nerve, and six (22 percent) showed flattening of the back of the eyeball, researchers said. Further, four spaceflyers (15 percent) had bulging of the optic nerve, and changes in the pituitary gland and its connection to the brain were found in three astronauts (11 percent). The pea-size pituitary secretes hormones that are important in regulating a variety of bodily functions.

These abnormalities are similar to those observed with idiopathic intracranial hypertension ? cases in which no cause can be determined for the increased pressure around the brain, researchers said. This pressure causes swelling of the juncture between the optic nerve and the eyeball, sometimes leading to visual problems.

Astronauts have known for a while that their six-month stints aboard the space station can cause bone mineral loss and muscle atrophy; indeed, they exercise vigorously on orbit to stave off the worst of these effects. But the new study, and others like it, suggest that spaceflyers' eyes and brains may be at risk as well.

"Microgravity-induced intracranial hypertension represents a hypothetical risk factor and a potential limitation to long-duration space travel," Kramer said.

NASA medical officials have noted vision changes in some space station astronauts, though nothing serious enough yet to ground any spaceflyers. They're not sure if intracranial hypertension is to blame, researchers said, but they're looking into it.

"NASA has placed this problem high on its list of human risks, has initiated a comprehensive program to study its mechanisms and implications and will continue to closely monitor the situation," said William Tarver, chief of the flight medicine clinic at NASA's Johnson Space Center in Houston.

The new study appears online in the journal Radiology.

Dendreon CEO: rival prostate drugs to boost market

(Reuters) - Dendreon Corp expects the entry of rival prostate cancer drugs from Johnson & Johnson and Medivation Inc to boost demand for new therapies, including its own Provenge, the company's new chief executive said.

"People have missed that there are a large number of patients sitting in urology offices today who don't know they have metastatic disease," CEO John Johnson said in a telephone interview. "Historically, there hasn't been an imperative to identify those patients. Now that we have new agents there is an imperative."

J&J said last week that a trial of its prostate cancer pill Zytiga in patients who had not received chemotherapy was stopped early so that those in the control group could be offered the drug after its benefits became obvious to safety monitors.

Shares of Dendreon have fallen about 9 percent since the J&J news as investors worry that Zytiga, rather than Provenge, will become the drug of choice for prostate cancer patients whose disease has stopped responding to conventional hormonal therapy. The shares ended down 2 percent on Monday.

Johnson said Dendreon still expects modest quarter-over-quarter growth for sales of Provenge this year. Analysts, on average, have projected 2012 sales of $384 million, according to Thomson Pharma.

ISI Group has estimated that around 30,000 U.S. men with prostate cancer are currently eligible for treatment with Provenge. Johnson declined to comment on Dendreon's own estimate of the Provenge-eligible population.

Hopes for future Provenge sales were sky high when U.S. regulators approved the therapeutic vaccine in April 2010 for patients with prostate cancer who had failed to benefit from hormone therapy. Some analysts had expected Provenge, which spurs the immune system to attack prostate cancer cells, to have sales in the billions.

But those forecasts have been ratcheted back.

COMBINATION WITH ZYTIGA

Zytiga, a pill, is already approved for patients after they have undergone chemotherapy, while Provenge, an injected immunotherapy, is approved in the pre-chemotherapy setting. J&J said it plans to file this year for approval of Zytiga in patients no longer being helped by hormonal therapy.

An experimental pill from Medivation and Astellas Pharma, with a mechanism of action similar to Zytiga's, has been shown to help patients with advanced prostate cancer live longer and is expected by many industry observers to also be effective in earlier-stage cancer.

Johnson said that as soon as late this year Dendreon could have the first batch of results from a trial looking at the use of Provenge and Zytiga in combination and in sequence.

He said it is possible that the pool of patients eligible for treatment with Provenge could shrink if it turns out that pre-chemotherapy patients are routinely treated first with Zytiga.

"That's not how we see it playing out, but it is a possibility," the CEO said.

Johnson was named as Dendreon's CEO last month, succeeding Mitchell Gold, who had served in that post for nearly a decade. Gold will serve as executive chairman through June, at which point he will continue as a director and Johnson will become Dendreon's chairman.

A course of therapy with Provenge, which has been shown in a pivotal trial to extend survival by 4.1 months, is priced at $93,000. Zytiga is less costly, at about $5,000 a month, usually for eight cycles, and is much easier to manufacture and administer.

A recent study published in the Journal of the National Cancer Institute which concluded that Provenge trial patients treated with a sham infusion may have been harmed by it, making survival results for Provenge look comparatively better, was dismissed by Dendreon as without scientific merit.

"That theory was circulated a couple of years ago, when Provenge was under review for Medicare coverage," said Mark Frohlich, the company's chief medical officer, referring to the government health insurance program for the elderly.

Treatment with Provenge requires that immune system blood cells be removed from the patient, treated with a prostate antigen and stimulating factor, then infused back into the patient. In the original trial of Provenge, patients in the comparison group went through the same process, but were re-infused with untreated cells.

Frohlich said the authors of the latest study failed to acknowledge that the massive volume of lymphocytes circulating in the body means the number removed from patients during the trial was between just 0.3 and 1.4 percent of that total.

"If you ask any immunologist, it's not really biologically plausible that those patients were immunologically depleted," Frohlich said.

Prostate cancer kills about 250,000 men a year globally and is the second most common cause of cancer death in men in the United States, after lung cancer.

"I do think this issue around the growth of the market and the benefit of having multiple companies working in the urology space is one that has been underappreciated," Johnson said.

I wanted to start with this trailer of Mass Effect 3, because I think it?s important. ?How many other game studios portray a woman in a positive light, a leader, one who goes into battle the way portrayed here in Mass Effect 3? ?It?s obvious that Bioware pays attention to the community, and they listened when there was such excitement over the creation of FemShep.

Now, Bioware, you?ve taken this massive step and ignored all those who say the usual misogynistic things about women. ?Time for the next step.

As the trailer for Mass Effect 3 says, Take Back The Earth. ?Earth is a pretty big place that we humans live on. ?It?s not just filled with binary options of male and female. ?There?s a whole colour palette of people out there. ?African American, First Nation, Australian Aboriginal, Pakistani, Arabic, Jewish, Chinese, Japanese, and so much much more.

I know, Mass Effect went double down by adding in the option for Male Shep to have a gay relationship in the game. ?Once again, bravo to Bioware for this step. ?By doing this, game players can play an option of Mass Effect 3 that mirrors their own life. ?That they can say ?hey, this is the kind of relationship I want? whether that be straight, gay, lesbian, or bisexual. ?On top of that, Bioware has taken the step to make sure that not only was a male version of Shepard available as a choice, but there?s also a female version that is just as important to the story and plot.

Keep progressing forward, Bioware. ?As I said, the world is a full colour palette of people that would more than like wish to have something familiar in their video game experience, not what western media calls the norm (ie, straight, white, male). ?To anyone who feels they need to argue against something like this, don?t. ?You may say that yes, there was a femshep, but why do we need all the other changes. ?That?s because it?s still a small percentage of the whole. ?Besides, why does anyone feel they have to have a voice about someone else?s gaming experience.

Major study stops bladder cancer from metastasizing to lungs

The diagnosis of localized bladder cancer carries an 80 percent five-year survival rate, but once the cancer spreads, the survival rate at even three years is only 20 percent. A major study published today in the Journal of Clinical Investigation not only shows how bladder cancer metastasizes to the lungs but pinpoints a method for stopping this spread.

Specifically, the study shows that versican, a protein involved in cancer cell migration, is a driver of lung metastasis and that high levels of versican are associated with poor prognosis in bladder cancer patients. The study is the first to show how that when a cancer cell makes the protein RhoGDI2, it reduces the cell's production of versican, thus blocking the ability of the cancer cell to grow in the lungs.

"For a decade, we've known that the major challenge of treating bladder cancer is treating or preventing the metastatic form of the disease. This study represents an advance in the latter by preventing the spread of bladder cancer to the lungs, we could improve patient survival," says Dan Theodorescu, MD, PhD, director of the University of Colorado Cancer Center, the paper's senior author.

When a cancer metastasizes from its birth location to another, it's not necessarily that cells suddenly become mobile and thus able to float through the blood or lymph to new homes. In fact, these cancer cells may have been floating through a patient's blood for quite some time, and metastasis occurs only when one of these intrepid cells is finally able to grow in the place where it is attached, such as the lungs.

When the first cancer cells to attach to, say, the lung, they have a tough time they become distressed. Cancer cells express this distress in the form of versican. And the more versican they express, the more help they get, which arrives in the form of macrophages, a part of the body's immune response that eat pathogens and other debris.

In most cases, the fact that macrophages benefit distressed cells is good, but in addition to helping healthy cells survive, these arriving macrophages also promote the growth of cancer cells that have landed in distant sites such as the lung, thus promoting metastasis of the disease.

More versican made by the cancer cells calls more macrophages, which aid cancer cells' survival and increase the likelihood that a cancer cell's toehold will develop into a clinically significant tumor in the lung.

Theodorescu and colleagues showed that the protein RhoGDI2 reduces the expression of versican. Cancer cells that make more RhoDI2 produce less versican and thus call fewer macrophages, making it difficult for these high-RhoGDI2 cancer cells to survive.

Sure enough, when Theodorescu and colleagues added RhoGDI2 to tumors, versican went down and with it so did metastasis.

"We believe this study provides an important contribution to the scientific literature by delineating for the first time a new mechanism of metastasis suppression, namely that suppression of metastasis is possible by altering the tumor microenvironment, including reducing the presence macrophages," Theodorescu says.

In fact, this paper also shows for the first time one more step: versican's ability to attract macrophages to the tumor depends on a protein called CCL2. This step is important because drugs that inhibit CCL2 are already in clinical trials for other conditions.

If the effect in humans is the same as the effect in the laboratory namely that inhibiting CCL2 reduces versican's ability to attract the macrophages that promote tumor growth at distant sites one of these CCL2 inhibitors could soon become part of the treatment regimen for bladder cancer patients with tumors that make low levels of RhoGDI2 and high versican. This approach has the potential to lower the chance of bladder cancer metastasis and thus a significantly improved outcome for patients with high risk bladder cancer.
